School registered training organisations (RTOs) must report substantial organisational detail changes to the Queensland Curriculum and Assessment Authority (QCAA). This requirement is outlined in the National Vocational Education and Training Regulator (Compliance Standards for NVR Registered Training Organisations Fit and Proper Person Requirement) Instrument 2025.
What are substantial organisational changes?
You must report changes to:
- ownership or legal name
- delivery sites
- third-party arrangements, including commencing or ceasing third-party activities
- CEO (principal)
- RTO delegated officers
- people who control or influence the management of the school RTO.
Reporting timeframes
School RTOs must report substantial organisational changes within 10 calendar days of the change occurring.
Report changes to third-party arrangements within 30 calendar days of the change occurring.
How to report changes
To report organisational detail changes, complete the ‘Change of organisational details' activity in the VET app in the QCAA Portal.
Required attachments
Attach the following documents based on the type of change:
New CEO (Principal)
- Fit and Proper Person Requirements Declaration (completed and submitted).
- CEO Statutory Declaration (completed and submitted).
New RTO manager or person who controls or influences management
- Fit and Proper Person Requirements Declaration (completed and submitted).
Starting a third-party arrangement
- Copy of the signed third-party agreement.
No attachment required for:
- stopping a third-party arrangement
- changing the public enquiries officer
- changing details on the school RTOs website.
